In the event that any rule is not covered in the Event rules below, then NFHS rules apply. The tournament director will try to make the best decision as possible for all parties if the rule isn't covered below or by NFHS rules.
1. AGE Classification
Below are guidelines for age groups for all Events:
14U is for the class of 2029 or below or a player born on or after May 1, 2010.
15U is for the class of 2028 or below or a player born on or after May 1, 2009.
16U is for the class of 2027 or below or a player born on or after May 1, 2008.
17U is for the class of 2026 or below or a player born on or after May 1, 2007.
18U is for the class of 2025 or below or a player born on or after May 1, 2006.
1 grade exemption is allowed per team.
2. Venues
2.1 PARKING
Please only park in areas designated for parking. We aren't responsible for any tickets or towing. We are not responsible damage to your vehicle from the event such as but not limited to acts of God, foul balls, mother nature, spectators, and any other possibilities that may cause damage.
2.2 Venues & facility use
All teams utilizing the facility are responsible for maintaining a clean environment. Littering is strictly prohibited. Please use designated trash receptacles. If trash receptacles are full, please notify a Site Director or TSG member
2.2.1 Additionally, any damages caused to the facilities by parents, players, coaches, or spectators will be charged for, and the responsible parties will be held accountable.
2.3 Spectator coolers are prohibited at all venues.
Coaches are permitted to bring water for themselves and their players if adequate hydration stations are not readily available onsite
2.4 FIELD Dimensions
9-10U: All games will be played on 46’x65’
11-12U: All games will be played on 50’x70’
13U: Games will be played on 54’x80’ or 60’x90’ fields depending on event.
14U-18U: All games will be played on 60’x90’
3. Coaches
3.1 Coaches are allowed to signal signs to the catcher and or pitcher. Coaches are allowed to be out of the dugout within a reasonable distance of the dugout. Coaches are responsible for all the equipment to be in the dugout or out of the field of play before the game. No seating on chairs or buckets outside the dugout is allowed.
3.2 Coaches all injuries sustained during the event must be reported to event staff immediately. Minor first aid, such as ice compression and elevation, may be administered on-site.
For injuries beyond basic first aid, it is the sole responsibility of the player's parents/guardians and coaches to seek immediate medical attention.
In the case of suspected concussion, the player must be removed from play and evaluated by a qualified healthcare professional. The player will not be permitted to return to play until cleared by a physician.
4. INFIELD & Pregame Warmups
4.1 Infield Practices Prohibited:
Infield practice is prohibited prior to the start of any game.
This restriction aims to minimize wear and tear on the infield and ensure a consistent playing surface for all teams.
4.2 Teams are permitted to perform "In & Out" drills along the foul lines in the outfield only.
4.3 Hitting baseballs into any fences or backstops in all areas of the field is prohibited.
4.4 Warm-up Location:
Warmups are not allowed in the fan seating area.
Teams should utilize designated warm-up areas, such as the outfield or designated bullpen areas, to avoid disrupting spectators and other teams.
4.5 Warm-up Time Limit:
Teams are allotted 15 minutes for pre-game warm-up activities.
This time limit ensures a timely start for all games and minimizes delays in the tournament schedule.
Responsibility for Timely Warm-up:
4.6 If a team requires more than 15 minutes for safe and effective warm-up and stretching, it is the sole responsibility of the player, parent, and/or coach to ensure that the team is properly prepared prior to taking the field for their scheduled game. This includes planning and conducting pre-game warm-up routines efficiently and effectively to avoid delays.
5. Game Balls
5.1 Game Ball Provision: Four game balls will be provided for each game.
5.2 Foul Ball Retrieval: Coaches and players are responsible for retrieving all foul balls.
5.3 Home Run Balls: Home run balls may be retained by the hitting team.
5.4 Ball Return: All other recovered balls must be returned to the umpire.
5.5 Ball Loss Responsibility: In the event that all provided game balls are lost, the teams involved are responsible for providing replacement game balls for the remainder of the game.
6. Injuries

6.4 14u and under a player is injured and or has to leave a game the player This is NOT a guarantee out. If the team is batting 9 and have a sub available, the sub may enter. If the team only has 9 players, then the player is just removed from the line up and the game proceeds with 8 players. With teams batting the entire lineup the player is removed from the line up and the lineup is adjusted accordingly. Example 1 the 5th hole hitter gets hurt. The 6th hole hitter is now the 5th hole hitter. Example 2 the 12th hole hitter gets hurt now the lineup is 11 hitters.
6.5 THE INJURED PLAYER IS NOT ALLOWED TO RETURN TO THE LINE UP DURING THE GAME ONCE REMOVED.
7. Pitching rules
7.1 The MLB balk rule will be enforced at all levels and will be LIVE, not a dead ball.
3rd to 1st pickoff move is ILLEGAL.
7.2 Coaches are allowed a total of TWO (2) mound conferences per pitcher, on the third conference the pitcher must be removed.
The second conference of an inning, a pitcher must be removed
7.3 No pitcher shall appear in a game as a pitcher for three consecutive days, regardless of pitch counts.
7.4 No pitcher shall appear in three games in the same day, regardless of pitch counts.
7.5 Pitchers pitch in a game that is shorten due to weather or forfeited will still have those outs/pitches counted toward their limitations.
7.6 If the batter is intentionally walk with pitches being thrown during the at bat the pitches thrown still count towards the daily and event limit. Example pitcher count is 3 balls and no strikes, and the batter is intentionally walked. The 3 pitches still count.
7.7 Once a Pitcher has been removed from pitching, they may not return to Pitch in the same game.
7.8 Pitching Violations for an illegal pitcher will NOT result in a forfeit. The pitcher is to be removed immediately, and a new pitcher is to take the mound. In the event that the illegal pitcher is during a game (relief), play is to be reset to the situation prior to the pitcher entering the game.
7.9 Pitch Count
8. Line up & Roster
8.1 13U and under, you will have three lineup options
Hit 9 hitters with a DH or no DH. We will honor the High School DH Rule.
Use one EH and hit 10 with or without a DH
Hit a continuous lineup of your entire roster that is on site
8.2 14U and up you will have two lineup options:
Hit 9 hitters with a DH or no DH. We will honor the High School DH Rule.
Use one EH and hit 10 with or without a DH
8.3 15 and over lineup will be a modified College DH rule where the pitcher can be P/DH. (This means that once you pull the pitcher out of the game, he can remain in the batting order as the DH.) (Can DH for anyone, not limited to the pitcher) and hit only 9.
8.4 Line up cards
8.4.1 All coaches must turn in a lineup card to the umpire at the plate meeting prior to the start of each game.
8.4.2 Lineups must include player name, number, and position.
Substitutions are required to be listed on the lineup card
Once the first pitch has been thrown, the number of batters must stay the same for the entire game and the lineup is locked in.
8.4.3 If an opposing coach fails to get a line up from the other team or turns down a line up any discrepancies in the lineup will NOT be discussed.
8.5 All players must be listed on the official roster prior to the team's first scheduled game.
8.5.1 If a player is listed on more than one roster, the player listed will make a decision as to which roster, he is legally on. This decision is up to the individual player. No player can appear in a tournament game for more than one team, including separate age groups. Once the player has appeared in a game, the player may NOT participate with another team in the same weekend, regardless of age division or classification. This INCLUDES separate tournaments.
8.5.2 The team’s manager is responsible for all aspects of the eligibility of the players on his team and that they meet the requirements.
8.5.3 A player who is in violation of the age eligibility shall be considered an illegal player. If anytime during a tournament game, a player is discovered illegal due to an age violation or participating on more than one team in ANY tournament in the same weekend, the team is subject to forfeit. The first team a player participates for is their official team.
8.5.4 Participating players shall have photocopies of their original birth certificates (US) or passports (International) in the possession of their team manager. Electronic copies of ID documents are accepted. Failure to have a copy of a birth certificate, in the event of a protest, could result in suspension for the remainder of the event until such document can be produced for the team or individual. Driver’s License is permitted. For events classified by graduation year or grade level, transcripts/report card from a players most recent academic semester shall be in the possession of their team manager.
9. bunts
9.1 A legal bunt is a fair ball in which the batter does not swing to hit the ball but holds the bat in the path of the ball to tap it slowly to the infield. If an attempt to bunt is a foul ball, it is treated the same as any other foul ball, except that if the attempt is by a batter who has two strikes, such batter is out
9.2 Illegal Bunt Slash bunt or A "butcher boy" is a batter who squares around to bunt, only to pull the bat back and make a short, downward swing. Both are illegal at all age divisions.
10. INTENTIONAL WALKS
10.1 Intentional walks will be used and may be granted anytime during the at bat. No pitches are required to be thrown.
11. Base running
11.1 Courtesy Runner
Courtesy runner is optional for pitcher/catcher of record at any time.
11.2 The courtesy runner must be a legal sub.
If you are hitting a continuous lineup that last batted out will be your courtesy runner.
11.3 Same player is allowed to run for the Pitcher and Catcher.
11.4 If a player is injured while running and is called safe but can't continue, play, the runner is not an automatic out. The runner can be substituted with the last batted Out or a straight sub.
11.5 In the event, the last batted out was a pitcher or catcher. The courtesy runner is then the prior out to the catcher and or pitcher
11.6 If an error is made on a courtesy runner, it is a correctable error, and the runner will be replaced with correct runner.
12. "SKUNK" PLAY
12.1 Play where the runner on 1st creates his own path in the baseline by backing up in the outfield WILL NOT BE ALLOWED. Runner must take a lead with a direct line from 1st base toward 2nd base.
12.1.1 First Offense, Umpire will call time and issue an official team warning putting all players back to their starting base.
12.1.2Second Offense, Runner will be declared out and any pitch or action by other runners will be nullified.
13. Sliding
13.1 A legal slide is defined as a slide either feet first or headfirst. If a runner slides feet first, at least one leg and buttock shall be on the ground prior to contact with the fielder. If a runner slides headfirst, the runner’s arm/arms and torso must be on the ground. Runners can slide or run away from the fielder to avoid contact. Runners must slide within reach of the base with a hand or foot.
13.2 An illegal slide is defined as Runners use a rolling, cross-body, or pop-up slide into the fielder. Runners raise their leg above the fielder's knee. Runners slash or kick the fielder. Runners slide to interfere with the fielder's ability to retire another runner.
14. Illegally leaping to avoid a fielder
14.1 A runner leaving his feet to avoid a fielder that is either in possession of the ball or in the act of fielding is illegal. The ball is dead, and the runner is called out. No runners may advance from the last base legally occupied at the time of the illegal act. The runner does not have to contact the fielder, and the fielder does not have to control the ball for this to be considered an illegal act.
15. FAKE TAGS
A fake tag is a tag that a defense player attempts to tag a base runner without possession of the baseball.
Fake tags are illegal.
15.1 If a fake tag occurs during a pick off, back pick or thrown down base runners are awarded one base.
15.2 if a fake tag occurs while the ball is in play and causes a baserunner to be out during the play the runner will return to that base after the conclusion of the play, and runners are awarded
16. Game play
16.1 Mercy RULE
15 after 2 innings, 10 after 3 innings, 8 after 4 innings, 6 after 5 innings
16.2 Coin flip
14U and above in pool play games, home and away will be pre-determined by tournament operators.
For 13U and under in Pool Play home teams are determined by a coin flip. The home team will be the official book and will record game start time when announced by the umpire. All teams need to be prepared to start 15 minutes prior to their official start time.
Some 14U events will be determined by coin flip as well, please refer to pre-event email for those events
16.3 Seeding TIEBREAKER
1. Head-to-head (If 3 or more teams are tied and 1 team has not beaten all of the other tied teams, move to Runs Allowed)
2. Runs allowed
3. Runs differential (max at 8 per game)
4. Runs scored
5. Coin toss
16.4 Leaving a Tournament Early
Teams that leave a tournament prior to its conclusion will face the following consequences:
16.4.1 Disqualification from Bracket Play: The team will be immediately disqualified from advancing to the bracket play portion of the tournament.
16.4.2 Replacement: The second-place team in the pool or the next highest-ranking eligible team will be advanced to take their place in the bracket.
16.4.3 Potential Suspensions: The team that left early may be subject to suspensions from future tournaments. The severity of the suspension will be determined on a case-by-case basis by tournament organizers.
Important Note: This rule aims to ensure fair play and respect for all participating teams and the integrity of the tournament.
16.5 Game Stoppage
16.5.1 If a game is stopped, the game must start within 1 hour of the stop in play. If games are not resumed, they will become suspended or called official. Games called by umpires that cannot be resumed within 1 hour will be considered an official game, if 3 innings have been completed, or 2 1/2 innings if the home team is ahead (13U-14U: after 4 innings or 3 1/2 if the home team is ahead). After 3 complete innings, a tie score will be recorded a tie in pool play. The tournament director can extend the 1 hour if there are extenuating circumstances, i.e. lightning detector, working on fields, etc. A suspended game will resume where the game was halted. In the event play is stopped for any reason before or during the Championship round, first place, second place, will be awarded to the teams.
16.6 Extra Innings
In the event that the game ends in a tie, extra innings we as below

17.4 Illegal bats, Altered bats, worn bats, damaged bats, illegal substances on bats. It is the responsibility of each team's head coach to monitor bats that are in play. If a player uses an illegal bat. The umpire must be notified prior to the first pitch of the next batter or before all defensive players leave fair territory.
17.4.1 If the bat is found illegal, the batter will be ruled out and runners will not be allowed to advance.
17.4.2 Using an illegal bat is defined as stepping into the box with said illegal bat
17.4.3 If a team has three illegal bat rules infractions the Head Coach will be ejected for the rest of the tournament

17.4.5 A bat that has been modify to change in its physical makeup outside the original manufacturers Specifications, examples of a altered bat include but not limited to rolling, shaving, and weight redistribution. ALTERED BATS ARE ILLEGAL. If your player is caught with an altered bat, they must allow the site director to test the bat. Refusal and testing the bat will result in immediate team forfeit. For the entire event and a lifetime ban for that player in all future events.
17.4.6 Bats that are damaged in any way, including but not limited to cracked, warped, missing a knob/cap, having a rattle, etc. are illegal.
17.4.7 Bats may not have any certifying markings or graphics worn off the bat. Bats that have certifying or identifying markings worn off are illegal.
17.4.8 No substance shall be added to the bat barrel. Grip tape, pine tar, and any other sticky substance should not be applied to the bat passed certification markings on the handle.
17.5 Bat testing
Bats are subject to visual inspections, as well as compression testing. At all events, any bats that fail compression test and or do not pass visual inspections will not be allowed for gameplay.
17.6 Cleats
17.6.1 Metal cleats cannot be worn for divisions 14 and younger. Metal spikes may be worn in divisions 15U and older.No metal cleats on turf fields or turf mounds.
17.7 Catcher equipment
17.7.1 Any player catching must wear all necessary protective gear including a catcher’s helmet with a facemask, throat guard (separately attached or built in), chest protector, chin/leg guards, and an athletic supporter. Note: Players in 13U and younger divisions must wear a catcher’s helmet that fully covers both ears. 14u and older Skull caps with facemask is legal.
17.8 Communication aids
17.8.1 Pitch com electronic systems are legal.
17.8.2 Any earpiece device is only permitted to be used by the catcher.
18. Insurance
Each team is REQUIRED to have current insurance and to provide a certificate of team/participant insurance prior to their tournament season. TSG must be listed as additional insured on the certificate.
18.1 Minimum requirements: General Liability $1,000,000 per occurrence/$2,000,000 aggregate/$5,000 each participant Failure to provide insurance will result in immediate removal from the event with no refund.
19. Forfeits
A team should do everything within their power to start the game with 9 eligible players. Should a team not be able to begin with 9 players a game may begin with 8 players with the 9th lineup spot being an automatic out. A game can be finished with 8 players. If there are no eligible subs the player leaving the original lineup will be recorded as an out until he is able to return. Any intentional forfeit could result in the forfeiting team being eliminated from the tournament. The tournament committee will rule on all forfeits. No team should benefit from the result of a forfeit in an unfair manner. This rule could result in a dispute and the tournament committee reserves the right to look at and rule in the fairest possible way. The committee’s decision will be final! A forfeit score will be the average runs scored for the winning team to 0 for the losing team. Only the Head Director can call a forfeit.
20. Protests
A protest is only available for a violation or misapplication of a rule, not for coach/fan/player disagreement with an umpire’s judgement call (ie. ball and strikes, out and safe, interference, etc). Pitching limitations are not eligible for protest. Protests must be filed and ruled on before the next pitch if during a game, or before umpires leave field if after a game. The team protesting must make cash payment of $200 at the time of protest and the protest will only be heard and ruled upon by the tournament committee. If the protest is ruled in the protesting team’s favor, the $200 cash will be refunded to the team. Protests must be filed and ruled on before the next pitch if during game, or before umpires leave field of play if after a game no exception.
21. Zero Tolerance Policy for Baseball Tournament Participation
TSG is committed to creating a positive and enjoyable environment where children and families can enjoy watching the game of baseball without the misbehavior of others. TSG understands that during competitive sporting events, attitudes and tempers may flare due to the passion and intensity of the game. We respect the competitive spirit and the emotions that come with it. However, it is crucial to maintain a safe and respectful environment for all participants.This policy outlines unacceptable behavior for all TSG teams, coaches, and spectators during sanctioned baseball tournaments.
21.I. Prohibited Conduct
The following conduct is strictly prohibited at all times during tournament participation:
* Violence and Threats: Any act of physical violence, including assault, battery, or intimidation, is strictly prohibited. This also includes verbal threats or any behavior that creates a reasonable fear of harm.
* Disruptive Behavior:
* Using profanity or obscene language.
* Throwing objects onto the field or at other individuals.
* Interfering with the game or the actions of players, coaches, or officials.
* Engaging in any behavior that creates a hostile or disruptive environment for players, coaches, officials, spectators, or tournament staff.
* Substance Abuse: The possession, consumption, or distribution of alcohol, illegal drugs, or unauthorized substances is strictly prohibited. This includes designated driver programs.
* Hazing: Any activity that involves harassment, abuse, or forced participation that is intended to humiliate, degrade, or endanger an individual is strictly prohibited.
* Unsportsmanlike Conduct:
* Taunting opposing players or coaches.
* Disrespecting game officials through verbal or physical actions.
* Engaging in unsportsmanlike conduct that undermines the integrity of the game.
* Discrimination and Harassment: Any form of discrimination or harassment based on race, religion, gender, sexual orientation, gender identity, disability, or any other protected characteristic is strictly prohibited.
21.2. Consequences
Violations of this policy may result in the following consequences:
* First Offense:
* Ejection from the Current Game: For any parent, player, or coach, the first offense will result in immediate ejection from the current game. If the offender is a player, they will be automatically recorded as an out in the current at-bat. If a defensive substitute is available, they may be substituted in for the remainder of the defensive half-inning, but they will not be eligible to bat in the subsequent offensive half-inning.
* One-Game Suspension: In addition to ejection, a one-game suspension from all subsequent tournament games will be imposed.
* Second Offense:
* Ban from Remaining Tournament Season: For any player, parent, coach, or spectator, the second offense will result in a ban from all remaining games of the current tournament season.
* If the offender is a parent of a registered player: The player will also be banned from all remaining tournament games for the current season.
* Subsequent Offenses:
* Ejection from the Tournament: Individuals engaging in prohibited conduct on subsequent occasions will be immediately ejected from the tournament grounds without refund.
* Team Forfeiture: In cases of severe misconduct by players or coaches, the team may be forced to forfeit the current game or be disqualified from the tournament.
* Suspension from Future Tournaments: Individuals or the entire team may be suspended from participating in future tournaments, at the discretion of TSG administration and tournament officials.
* Serious Offenders and Multiple Offenses: Serious offenders and individuals with multiple offenses may face additional consequences, including involvement of law enforcement.
21.3. Reporting Procedures
Any individual witnessing prohibited conduct is encouraged to report it immediately to:
* TSG Tournament Directors
* Coaches
* Any facilty Member
* TSG Director
* Local Law Enforcement
21.4. Disclaimer
This policy is subject to change at the discretion of tournament officials and TSG administration. This policy does not supersede or replace applicable local, state, or federal laws.

22.In Case of Rain:
Rained-out games may not be rescheduled due to time constraints. It is the team's responsibility to stay informed of any schedule changes. Updates will be posted on the tournament website.No special requests for rescheduling will be considered.The tournament format may be adjusted at any time to ensure a fair outcome for all teams.All coaches must ensure the tournament committee has their current contact information.if games are canceled prior to brackets play there will be no winner assigned.
23. Refunds
23.1 If Zero Games are started or played 75% of entry fee will be returned as a credit for a future event run by TSG Tournaments
23.2 If 25% of your guaranteed tournament games are started or played 50% of entry fee will be returned as a credit for a future event run by TSG Tournaments.
23.3 If 33% of your guaranteed tournament games are started or played 40% of entry fee will be returned as a credit for a future event run by TSG Tournaments.
23.4 If you play 2 or more of your scheduled games in any event, that is considered a full tournament.
23.5 Credits are valid for 12 months from the time of the cancelled event.
Gate Fees are non refundable. TSG will do everything they can to play all scheduled games.
23.6 Teams that pull out after an event is sold out will not receive any refund or credit.
23.7 Teams that pull out with 90 days of an event will not receive any refund or credit.
23.8 Teams that pull out prior to the 90 days of an event will receive a refund minus their deposit
24. WAVIER OF LIABILITY
In consideration of being allowed to participate in, or observe, the event or activity referenced above, I acknowledge, appreciate, and agree that:
1) The risk of injury or illness, including but not limited injuries or illnesses related to COVID-19, from participating or observing the activities involved in this program is significant, including the potential for permanent paralysis and death, and while particular rules, equipment, and personal discipline may reduce this risk, the risk of serious injury or illness does exist;
2) I KNOWINGLY AND FREELY ASSUME ALL SUCH RISKS, both known and unknown, EVEN IF ARISING FROM THE NEGLIGENCE OF THE RELEASEES or others, and assume full responsibility for my participation and/or observation;
3) I willingly agree to comply with the stated and customary terms and conditions for participation and/or observation. If, however, I observe any unusual significant hazard during my presence, participation or observation of the event, I will remove myself and bring such to the attention of the nearest official immediately; and
4) I, for myself and on behalf of my heirs, assigns, personal representatives and next of kin, HEREBY RELEASE AND HOLD HARMLESS TSG also know as Toli Sports Group, and each of their officers, officials, agents, and/or employees, other participants, sponsoring agencies, sponsors, advertisers, and if applicable, owners and lessors of premises used to conduct the event (“RELEASEES“), WITH RESPECT TO ANY AND ALL INJURY, ILLNESS, DISABILITY, DEATH, OR LOSS OR DAMAGE TO PERSON OR PROPERTY, WHETHER ARISING FROM THE NEGLIGENCE OF THE RELEASEES, OR OTHERWISE, to the fullest extent permitted by law.
25. NlI & Social Media
Recognition of players, teams and coaches is delivered through social media outlets, website, and maybe use for as such as well as TSG may share documents with scouts and coaches during events and further events.
With regard to the statement above,
1) I do understand that entering a TSG event that i agree & hereby acknowledge and authorize TSG also know as Toli Sports Group as applicable, and each of their employees, affiliates, subsidiaries, and sponsors to utilize any and all photographs, videos or other likeness of my son/daughter within the applicable TSG network as they deem appropriate in promotional materials or social media.
2) TSG has permission to post player photos, videos and likeness to social media of players, coaches, and fans participating in any event organized or hosted by TSG. Roster information provided by coaches, parents, and/or players may also be used within events, on social media, and in print material in relation to all Events.
3) I understand that if I want TSG not you use any information for marketing reasons, that I need to email TSG and allow 90 days for them to reply. I can also contact TSG by phone at
TSG reserves the right to make changes to these Terms and Conditions at any time, and such changes will be effective immediately upon being posted on the website. We may also attempt to notify you of such changes in other ways, including, without limitation, by email
